Адаптированная для инвалидов и других маломобильных групп населения среда является основой обеспечения инвалидам равных с другими гражданами прав и свобод. Потребность в безбарьерной среде испытывает большинство населения. Становясь маломобильным человеку, все трудней становится преодолевать барьеры. Но хуже всего приходится инвалидам, или как это принято говорить, людям с ограниченными возможностями. Поэтому доступность связывают именно с этой категорией населения, изучение ее потребностей лежит в основе принципов равноправия. В статье проанализирована Международная и Российская правовая основа для обеспечения инвалидам равных с другими гражданами прав и свобод.

An environment adapted for people with disabilities and other limited mobility groups is the foundation for ensuring equal rights and freedoms for people with disabilities. The need for a barrier-free environment is felt by the majority of the population. As people with limited mobility become more and more difficult to overcome, overcoming barriers becomes increasingly difficult. But people with disabilities, or as they are commonly called, people with limited mobility, are particularly disadvantaged. Therefore, accessibility is specifically associated with this category of the population, and studying their needs is at the core of the principles of equality. This article analyzes the international and Russian legal framework for ensuring equal rights and freedoms for people with disabilities.
