<p>The aim of this study is to analyze various approaches to prison education in European countries, shaped by differences in the perception of prisoner personality. The objectives of the study include examining the Council of Europe’s prison policy on adult education, characterizing the various types of prison education offered, and identifying the reasons for itsdecline. The study’s hypothesis is that prison education policies in European countries are determined by the attitude toward prisoners asindividuals. The research methods include the analysis and synthesis of keytheoretical perspectives and the interpretation of the findings. The article presents a description of the main reasons for the decline in education in European prisons and identifies the relationship between attitudes toward prisDOI: 10.24412/2782-3830-2026-4-467-470 oners and the quality of education provided. It is emphasized that understanding the difference between education and training is crucial. The punitive mentality that dominates penal policy in English-speaking countries leads to limited and extremely negative views of incarcerated individuals. Consequently, prison authorities that adhere to such views tend to restrict education. The conclusion is drawn that prison education policies in European countries are moving away from the principles of European prison rules, driven by the perception of prisoners ascriminals rather than individuals. Education is a reasonable alternative to the limited skills training seen in many European countries.</p>
<kwd-group xml:lang="en"><kwd>prisoner personality</kwd><kwd>adult education</kwd><kwd>employment</kwd><kwd>behavior change</kwd><kwd>recidivism reduction</kwd><kwd>educational initiatives</kwd><kwd>prison education</kwd><kwd>training</kwd></kwd-group><kwd-group xml:lang="ru"><kwd>тюремное образование</kwd><kwd>обучение</kwd><kwd>личность заключенного</kwd><kwd>образование взрослых</kwd><kwd>трудоустройство</kwd><kwd>изменения в поведении</kwd><kwd>снижение рецидивов</kwd><kwd>образовательные инициативы</kwd></kwd-group></article-meta></front><back><ref-list><ref id="ref1"><mixed-citation publication-type="other" xml:lang="ru">Ельчанинова О.
