Целью исследования выбраны правовые и психологические основы требований, предъявляемых к поведению сотрудников в контексте реализации Федерального закона 2018 № 197 «О службе в уголовно-исполнительной системе». Для ее осуществления применялись принцип диалектического познания, статистический и аналитический методы, включенное наблюдение. Анализировались нормы национального законодательства, научные публикации и материалы деятельности сотрудников УИС по вопросам правового регулирования реализации морально-этических характеристик сотрудников УИС. Поведение сотрудников уголовно-исполнительной системы Российской Федерации выступает важнейшим правовым и психологическим механизмом реализации профессиональной деятельности служб и подразделений Федеральной службы исполнения наказаний России. Достижения целей и задач, сформулированных в законодательных и ведомственных правовых актах, преодоления угроз, стоящих перед УИС на современном этапе, отраженных в Концепции ее развития на период до 2030 года. В настоящее время назрела объективная потребность закрепления в законодательных и ведомственных правовых актах Минюста и ФСИН России не только юридических, но и психологических основ и механизмов поведения и деятельности сотрудников УИС. Их психологических характеристик, необходимых для эффективного решения задач по исполнению уголовных наказаний, профессиональных компетенций, умений и навыков осуществления деятельности. Моральных и этических требований к поведению сотрудников. Духовно-нравственных и мировоззренческих свойств и качеств личности. Особенно при реализации таких специфических видов профессиональной деятельности как режимная и надзорная, охраны и конвоирования, безопасности, оперативно-розыскная и др. Среди нихособе выделяются такие как соблюдение служебной дисциплины; выполнение обязанности по замещаемой должности; осуществление деятельности в рамках предоставленных полномочий профессиональной деятельности в службах и подразделениях учреждений и органов УИС и др. Важнейшей психологической характеристикой, влияющей на поведение сотрудников учреждений и органов УИС на модели их поведения, выступает профессиональная мотивация.

The purpose of the study is to select the legal and psychological foundations of the requirements for the behavior of employees in the context of the implementation of the Federal Law of 2018 No. 197 “On Service in the penal system”.
