<p>The article is devoted to the analysis of foreign experience in the implementation of SMART controlling in the financial and budgetary sphere and the assessment of the possibilities of itsadaptation to the Russian system of state financial control. The article examines current trends in the digitalization of control activities due to the development of information technology, the inte DOI: 10.24412/2782-3830-2026-7-461-465 № 7 - 2026 462 gration of artificial intelligence, cloud computing, bigdata and automated analysis systems. It is emphasized that the transformation of state control is associated with the transition from traditional accounting to a strategically oriented model of public finance management based on the principles of transparency, preventativeness and a risk-based approach. Special attention is paid to the practice of Germany, Great Britain, Canada, the USA and Singapore, demonstrating various models of digital financial control. In Germany, the focus is on the integration of digital platforms and the use of artificial intelligence technologies in the analysis of budget risks. In the UK, SMART controlling is implemented through the interaction of distributed digital systems and blockchain technologies. The Canadian model is based on centralized cloud computing and a formalized assessment of the algorithmic impact of automated solutions. In the United States, the digitalization of financial control is carried outwithin the framework of digital audit systems and analytical platforms that useartificial intelligence technologies to identify risky transac tions. Singapore is considered as an example of the formation of an integrated digital environment for the management of public resources in close to real time. The article identifies the keyproblems of SMART controlling implementation: fragmentation of information systems, insufficient level of digital competencies of civil servants, information security risks, aswell as the problem of opacity of artificial intelligence algorithms. The conclusion is made about the global nature of the digital transformation of state financial control and the prospects of using foreign experience in the Russian Federation. The necessity of regulatory regulation of the use of artificial intelligence technologies and the development of criteria for their use in the field of state financial control is substantiated.</p>
<kwd-group xml:lang="ru"><kwd>алгоритмическое воздействие</kwd><kwd>большие данные</kwd><kwd>государственный финансовый контроль</kwd><kwd>государственные финансы</kwd><kwd>искусственный интеллект</kwd><kwd>облачные вы числения</kwd><kwd>превентивный контроль</kwd><kwd>риск-ориентированный подход</kwd><kwd>СМАРТ-контроллинг</kwd><kwd>цифровизация</kwd></kwd-group><kwd-group xml:lang="en"><kwd>algorithmic impact</kwd><kwd>bigdata</kwd><kwd>state financial control</kwd><kwd>public finance</kwd><kwd>artificial intel ligence</kwd><kwd>cloud computing</kwd><kwd>preventive control</kwd><kwd>risk-based approach</kwd><kwd>SMART controlling</kwd><kwd>digitaliza tion</kwd></kwd-group></article-meta></front><back><ref-list><ref id="ref1"><mixed-citation publication-type="other" xml:lang="en">Beksultanov A.A., Zhalaldin K.A., Isa K.A., Saparova A.
