В статье исследуются конституционные основы развития экономической функции местного самоуправления в Российской Федерации. Обосновывается, что данная функция выражает способность муниципального образования обеспечивать жизнедеятель ность населения на основе муниципальной собственности, местного бюджета, местных нало гов и механизмов территориального развития. Особое внимание уделяется балансу самосто ятельности местного самоуправления и его включения в единую систему публичной власти.

This article examines the constitutional foundations for the development of the economic function of local self-government in the Russian Federation. It is argued that this function expresses the ability of a municipality to support the livelihoods of itspopulation through municipal property, local budget, local taxes, and territorial development mechanisms. Particular attention is paid to the balance between the autonomy of local self-government and itsintegration into the unified system of public authority.
